Is there such a thing? No one seriously expects extreme idealogues to respect any higher authority. Who can be defined as innocent? Are the mechanics and taxi drivers kidnapped from the streets by fascist thugs to be fed into the meat grinder to be considered in the same way as professional volunteer soldiers? War is its own law.
