Pham Minh Chinh wished the President of Russia a belated happy birthday and offered him a gift:

In Vietnam, and in Asia, dragons are believed to be the supreme authority. So, the small dragon symbolises your authority within Russia, while the big one is a symbol of your influence outside the country, around the world.
