Why would Joe Biden even say that? It's Ukraine's sovereign right. The reason he said that, the constant restrictions that are placed on Ukraine, talking about ways to defend it. America gives Ukraine weapons, but says it can't use them in some circumstances and it can in others, while bombing Ukrainian cities on a daily basis.
